Our Founding Story

Center for Democratic Resilience was founded by Ken Cao, an independent researcher, investor, and advocate for strengthening democracy across Asia.

Ken is a thought leader in governance and resilience, combining analytical rigor with strong advocacy. His work spans multiple Asian societies, focusing on institution building, promoting the free flow of civic information, and strengthening cross-border networks of accountability.

He is passionate about using data-driven research and collaborative strategies to empower communities, bridge policy implementation gaps, and advance democratic resilience. Under his leadership, Center for Democratic Resilience has become a platform for rigorous analysis, actionable insights, and cross-border collaboration that informs policymakers, thought leaders, and citizens alike.

He runs the KenCaoMacroLens YouTube channel, where he breaks down complex economic and political developments for investors, policymakers, and the public.

Senior Advisor, Strategic Risk & National Security
Casey Fleming is an internationally recognized authority on national security, counterintelligence, and unrestricted warfare, advising global corporations and governments on emerging threats to democracy and economic resilience. He serves as Chairman and CEO of BlackOps Partners Corporation, a strategic advisory firm specializing in strategic risk, hybrid warfare, and counterintelligence. Under his leadership, BlackOps Partners has advised Fortune 1000 companies, government agencies, and military institutions on mitigating espionage, cyber, and information warfare risks originating from authoritarian regimes. A U.S.–China risk expert and two-time TED speaker, Fleming has briefed audiences worldwide on the realities of hybrid conflict in the 21st century. His thought leadership has been featured in major media outlets and policy forums addressing economic espionage, information dominance, and national resilience. He is also the author of the upcoming book The Red Tsunami: The Silent Storm Killing Your Freedom, which exposes how authoritarian regimes wage hybrid war against free societies through technology, finance, and information control. At the Center for Asian Democratic Resilience (CADR), Casey advises on strategic risk, counter-espionage, and authoritarian influence operations — strengthening CADR’s mission to defend open societies in the Indo-Pacific and beyond.
